For this reason the Managing Authority has designed a Plan of Evaluations (Plan of Evaluations) of the Employment and Social Inclusion Operating Program for the Programming Period 2007-2013 which is a qualitative management tool and a means to increase efficiency and effectiveness of financial management; these form rules of due financial management pursuant to Art. 27(1) of the Council Regulation (EC, EURATOM) no. 1605/2002 on budgetary rules applicable to the general budget of the European Communities.
The purpose of the evaluations is to improve the quality, efficiency and effectiveness of management and financial management of the Employment and Social Inclusion Operating Program, its preparatory and implementation processes, and at the same time, to ensure the goals identified in its program document, i.e. the global goal and specific goals, are met. During the evaluation, implementation processes are analyzed and the suitability of the setup of the system of management and control (managerial) is evaluated. The Managing Authority uses evaluation to verify the functioning of the part of management and financial management for which it is responsible.
EVALUATION WORKING GROUP OF ESI OP
In accordance with the Plan of Evaluations of ESI OP, with ESI OP Document and the documents of EC the Managing Authority of ESI OP has established an Evaluation Working Group of ESI OP.

EVALUATIONS
In the second half of the year 2009 the Managing Authority of ESI OP in accordance with the Plan of Evaluations prepares an Operative Evaluation of ESI OP. The subject of evaluation will be an assessment of the system of the indicators used for monitoring of the ESI OP. The system will be assessed through evaluation questions which are aiming mainly to:
- Level of correct setting up of the system of indicators.
- Level of informative value of pursued indicators.
- What measures are to be adopted in the case of necessity to improve the found status.
The Managing Authority of ESI OP will publish the results of evaluations on this website.
